Julie Hester

Julie joined the Foundation in March 2005 as a Program Officer for stormwater, land use and Waterkeeper grants for the Chesapeake Initiative. In 2018, she assumed the role of Chesapeake Program Director for Watershed Advocacy, responsible for development and implementation of a portfolio exceeding $3M. Her work extends beyond grantmaking, actively building leadership capacity and seeking solutions to programmatic gaps among nonprofit partners.

Julie is also responsible for forming strategic partnerships outside of the Foundation. She is a member of the Chesapeake Bay Funders’ Network, the Green Funders of the Maryland Philanthropy Network, and the National Urban Waters Funders. She also serves on the Grants Committee of the Anne Arundel Women’s Giving Circle.

Preceding her work at the Foundation, Julie worked with the Alliance for the Chesapeake Bay as a Coordinator to the Stakeholders and Local Government Advisory Committees to the EPA Chesapeake Bay Program. She also worked for DC’s Watershed Protection Division on the restoration of Watts Branch in Ward 7. Julie began her career as a staffer with the nutrient subcommittee at the Chesapeake Bay Program Office.

Julie is originally from Upstate New York, growing up on her family’s small beef and chicken farm. She earned her Bachelor of Science in Environmental Policy & Management from SUNY College of Environmental Science and Forestry at Syracuse University, and Master of Arts in Government from Johns Hopkins University. She also has a Post-Baccalaureate Certificate in Non-Profit Management from Johns Hopkins University. Julie and her husband, Edward, serve as sponsor parents to midshipman at the US Naval Academy in Annapolis. She enjoys hiking, reading, running, boating on the Chesapeake Bay, and traveling around the US.
